Diesel Exhaust Emissions
Diesel exhaust emissions are created and emitted into the air when diesel fuel burns. Diesel exhaust emissions consist of many toxic chemicals and components that can lead to health issues. Common effects from inhaling diesel exhaust emissions are trouble breathing, headaches, nausea, dizziness and a burning sensation in the eyes, nose and throat. These health concerns triggered reform by the regulatory agencies and they have initiated stricter regulations pertaining to the automotive industry.
Diesel Exhaust Emissions – Regulatory Agencies
The negative health effects of diesel exhaust emissions have caused regulatory agencies like the California Air Resources Board (CARB) and Environmental Protection Agency (EPA) to initiate stricter emissions regulations. Diesel fleet owners must comply with these regulations or face fines up to thousands of dollars per day per vehicle.
In December 2010, CARB announced an update regarding the CARB Compliance Rule for 1996 to 1999 engine model year vehicles with a GVW of 26,001 pounds or more. It said, vehicles must be retrofitted, replaced or repowered by December 31, 2011 to avoid fines. Below is an excerpt from the CARB update.
“Heavier trucks would be required to meet the compliance schedule shown below. Fleets that comply with the schedule would install the best available PM filter on 1996 model year and newer engines and would replace the vehicle 8 years later.”
CARB’s compliance schedule for heavier trucks:
| Engine Year |
Requirement from January 1 |
|
Pre-1994 |
No requirements until 2015, then 2010 engine |
|
1994-1995 |
No requirements until 2016, then 2010 engine |
|
1996-1999 |
PM filter from 2012 to 2020, then 2010 engine |
|
2000-2004 |
PM filter from 2013 to 2021, then 2010 engine |
|
2005-2006 |
PM filter from 2014 to 2022, then 2010 engine |
|
2007-2009 |
